HEB will anchor another development at 1604 and Babcock. A new shopping center called The Shops at Babcock are to be located on acreage owned by Abiso Babcock LP. Construction for HEB to possibly start in July states the Texas Department of Licensing and Regulation. Nearby residents have expressed their concerns about the loss of greenspace.
