Kerr Co - Carrion indicted for animal cruelty

Kerr County Man indicted for animal cruelty. In December of 2024, Consuela Zuniga and Justin Carrion had their animal, Midnight seized for medical care and treatment in October. The dog was found with neck lacerations. KPA had been funding the care of Midnight. Justin Carrion is on probation and can no longer own a pet or live where a pet is in the home and pay 60 dollars a month to the Adult Probation Department and has to report any law violations to his probation officer.
