Texas - SB3 passes House & Senate

Texas Senate Bill 3 or (SB 3) was passed by both the Texas House and Senate. SB3 mandates the installation and maintenance of outdoor warning sirens in flash flood-prone areas across the state to enhance public safety following the 2025 flooding events. The bill establishes a state-funded grant program, administered by the Governor’s Office, to help local governments cover installation and maintenance costs. The bill also directs the Texas Water Development Board to identify high-risk areas and set minimum standards for the siren systems, including backup power and activation protocols. SB3 awaits Governor Greg Abbott’s signature which was sent to him on August 28th.
