Kerr County Animal Control is saying that the donkey illegally dumped on Highway 27 was probably already deceased when dragged. They are looking for the person in question for illegal dumping. Reagan Givens says the donkey probably died and the owner didn’t know what to do with it. If animal cruelty is involved in the death, Animal Control will deal with it at that time.
