Tarrant County’s Lazy W District Number 1, municipal utility district, from 200 miles away, bought land around the ranch. This stopped Dripping Springs from running a wastewater pipeline through it - on its way to a treatment plant. These Texas special districts, numbering 4000 - with government powers are using them in ways lawmakers didn’t anticipate.
