Boerne hands over development in the ETJ or Extra Territorial Jurisdiction to Kendall County according to the Boerne Star. Boerne City Council modified their UDC or Unified Development Code concerning the platting process for ETJ property. If a property is in the ETJ and has a water well and septic plus it’s not in the Camp Bullis Dark Sky boundary, then the county handles the development of the property not the City. County Commissioners Andra Wisian and Chad Carpenter have been working with Councilman Joseph Macaluso and Quentin Scott on this decision which has been ongoing since last year.
