Kerr County Engineering Urges Property Owners To Get Property Assessments, and Permits. A Substantial Damage Assessment and a Floodplain Development Permit is required if residents with structures located within the floodplain have suffered damage from the July 4 flooding. Before repairing, altering the interior or exterior of a structure, property owners MUST have the Assessment and obtain a Floodplain Development Permit. The Engineering Department will conduct an SD assessment of the building which is not the same as an insurance inspection, building safety inspection, TDEM damage survey or FEMA assessment.
