Kerr County - 2020 Emergency Plan

Kerr County and Kerrville officials failed to follow a plan that was filed 5 years ago with the Texas Division of Emergency Management. According to the Texas Tribune, officials were operating from a generic disaster response template instead of the plan filed in 2020. The Emergency management plans list who is in charge of the entire response to a mass disaster that could result in serious injury and death. The plan also designates which tasks such as evacuations, medical treatment tents, the recovery of bodies and more — are assigned to either county or city administrative leaders to keep confusion at a minimum. According to the 2020 plan top officials in the area at that time considered flash flooding and flooding as the greatest threat to Kerrville and Kerr County.
