KERRVILLE CITY COUNCIL CHANGING Peddlers/Solicitor Policy. Kerrville City Council had a first reading of changes to The Peddler/Solicitor ordinance. It establishes the following: Hours in which canvassing, solicitation, and peddling may occur at private residences; Permit requirements, Application requirements, Revocation and Appeals process. Several speakers spoke out against the language of the changes. The changes were voted in 4 to 1. Councilman Roman Garcia was the only dissenting voice.
