A Comfort man has been arrested and charged in the illegal dumping of a donkey on Highway 27 in May. A Crimestopper tip led Kerr County law enforcement to Dwayne Cory Smith, who surrendered to authorities on Friday. Smith has been charged with a Class B misdemeanor for illegal dumping. After investigating the details further, it’s been determined the donkey was dead prior to being dragged and dumped. The investigation was a collaboration between Kerr County Animal Services and the sheriff’s criminal investigations division.
