Bob Stein, an election administration expert says it’s ill advised. Hand counting is time consuming, costly, less accurate, and less secure, says Stein. The county could risk being sued by losing candidates or reprimanded by the state. Other counties in Texas contemplated hand counting, but rejected the procedure due to the costs of hiring more personnel.
