Converse man turns himself in for October 1st shooting in New Braunfels. According to expressnews.com, Richard Rosas, 20, voluntarily turned himself in on Friday after a warrant was issued for his arrest. Rosas is in custody in Comal County under a murder charge. Rosas allegedly shot 19 year-old Chance Herron and a female companion as they were parked in a New Braunfels Applebee’s parking lot. Herron succumbed to his injuries. The unnamed companion was released from the hospital. 2 accomplices have been in custody since mid-month.
